image

Lorena Air target to have two units of Airbus A230

image

Lorena Airlines one of the Indonesia local airlines has not despair to bring the aircraft, although they had failed several times. This airlines must pursue this target to have the aircraft before 25 June 2009 to get a flight operator certificate - Air Operator Certificate (AOC). Not surprisingly, Lorena is intensly to bring the two units of Airbus A230 in February 2009.

According to the Head of Public Communication Center's Department of Transportation, Bambang S Ervan, Lorena really need to bring the aircraft to meet the requirements of AOC regulations. "If more than June 2009, their business licenses will be revoked," he said in Jakarta (17/12/2008).

Vice President Production of Lorena Air, Mr. Suhadi said, the fleet capacity of 160 people was purchased from Waha Leasing Company - a Dubai company - which is headquartered in France. Unfortunately, Suhadi reluctant to mention the value of the investment to buy these two aircraft. But as an illustration, the new unit price of Airbus A230 is around U.S. $ 45 million.

Lorena apparently will not rely on the funding of this investment from bank loans or financial institutions. Conversely, Lorena able to make the funding from their own money.

Although the price of renting aircraft are currently cheap, the process of procurement of the aircraft is quite tough. Suhadi said, as a new airline, such as Lorena was still not get the trust from the leaser. "Especially with the case of Adam Air leaser trust has decreased," said Suhadi.

Even Lorena Airline is a new player and also the economic conditions currently is not stabilized, but Lorena remains confident with their flight business. Moreover, with a stopper of Adam Air airline, which normally operates 22 aircraft, the presence of Lorena with 2 aircraft are still seize the market with their full service promising concept.

Neptune Orient Lines : will cut about 1,000 jobs

apl

The container shipping industry is closely correlated to the health of the world economy. Shipping freight rates have fallen this year as major economies such as Germany and Japan slipped into recession.

Major international shipping companies have already announced more than 3,000 job cuts in an effort to reduce costs in the wake of the increasing financial crisis that continues to adversely affect shipping operations.

Neptune Orient Lines as the world's seventh-largest container carrier will cut about 1,000 jobs, or around 9%, of its 11,000 jobs positions globally as part of efforts to reduce costs. The majority of the cuts will take place in North America because of the higher operating cost base. It also plans to relocate its Americas headquarters from Oakland, California, to a cheaper base elsewhere in the U.S. About 50 staff members will also be eliminated from its Singapore branch.

The container shipping business, APL, will reduce capacity in Asia-Europe trade by about 25 percent and in transpacific trade by 20 percent, measures that will save $200 million in costs next year. While analysts were positive about NOL's move to cut costs, they expected NOL to incurr losses over the next two year as the shipping industry faces a double-whammy of slowing demand and growing supply.

NOL also issued a "grim" outlook for the next year and said it did not see a recovery in the near-term. "This refelects our considered view that what we are seeing goes beyond a normal cyclical downturn", Chief Executive Ron Widdow said in a statement. NOL, which is 66 percent owned by Singapore state investor Temasek Holdings, last month posted an 82 percent plunge in third-quarter net profit to $35 million and forecast an operating loss in the fourth quarter.

However, shipping companies based in the Middle East are yet to tread the same path (job cuts ) since their operations have not been hit hard. "It is true that no one will escape the impact of the current financial crisis, but I do not see any companies in the region downsizing staff as a cost cutting measure at the moment," said Abdullah Al Shuraim, Chairman of Gulf Navigation Holding (GNH). "No one knows when the crisis will end but we are lucky in the region that its impact is still minimal."

The move followed the sharp decline in freight rates because of dwindling consumer demand in the United States and Europe, and as the letters of credit (LOCs) that formed the lifeblood of trade financing throughout Asia lost their power to deliver the goods.  According to Ahmed Essa Hareb Al Falahi, CEO of Gulf Energy Maritime, it will be difficult for companies in the region to downsize their staff especially that there has been a shortage even before the crisis.

"The biggest challenge for the industry even before the financial crisis set in was the acute shortage of marine staff, especially when new and bigger vessels started entering the market," said  Al Falahi.  He said the industry was in shortage of more than 100,000 marine staff given the huge tonnage that was expected to enter the market by 2010.

"I think the current slowdown should be good news for the industry since the need to recruit more staff is declining. I believe companies will take it as an opportunity to consolidate and improve skills of their staff rather than sack them."

James Wheeler, a shipping analyst in Dubai pointed out that shipping being a cyclical industry, it would not be wise for companies to cut down staff as they might be needed during an upturn in business. "It takes several years to train good marine staff and once they leave, it is not easy for companies to find a replacement. Unless a company is winding up its operations, it does not make sense to get rid of your good staff," said Wheeler. He said that the many companies in the dry bulk and container sectors were at the verge of bankruptcy following the persistent decline in freight rates, but added that the tanker market will continue to be healthy.

Indonesia : the largest coal producer

image

Until now, Indonesia and Australia is still the country's largest coal producer in the Asia Pacific region and in the future there are three major projects work on by Indonesia to develop the processing of coal, namely Coal Faction, Coal Gasifaction and UBC (Upgraded Brown Coal).

UBC is a factory to improve the quality of coal from a low rank coal which have the same nature with a higher level. This is intended to meet world energy needs, considering the majority of coal-owned Indonesian still rank low calorie.

UBC technology is expected to be able to produce cleancoal that can maintain stability in energy supply needs. Coal with the results of the high value of calories and very low of water and pollution is suitable to the needs of domestic and foreign (export).

The operation of the UBC technology on Satui, South Borneo intended as an example of the first UBC factory in Indonesia even in the world. If it technically able to develop better in the long term will begin to be developed as a commercial factory.

UBC pilot factory is use for research, development, and also for training for the new operator. UBC pilot plant products will also be used to test the characteristics of the coal results of the UBC, including test burning boiler that uses both in Japan and in Indonesia, precisely in PLTU Suralaya and Tarahan. The goal of this pilot plant UBC is become a commercial factory in late 2009 and in will be five times larger from current factory in 2010.

The Indonesia's Port Tariff Still High

The Indonesia's Port Tariff Still High

The uncertainty of tariffs and components, collusion between the port providers service, and breach of the agreement on import tariffs for the service Less Container Load (LCL) is still frequently occur in the Lini II, Tanjung Priok, Jakarta. This causes had make the high-cost which should paid by the exporters and importers and impact to lower down the competitiveness.

The port user  such as importers often charge higher more than had agreed by the Joint Expedition Forwarder and Indonesia (GAFEKSI) and the Association of Corporate LOADING / UNLOADING Indonesia (APBMI) on 28 May 2007.

Based on Article 3 paragraph 1 of the agreement, the importer and exporter should charge only nine parts of the tariffs, but the actual, component tariffs imposed is more than nine items. This often happens due to the enforcement of the law is still weak. Port administrator, who actually have the authority to take legal action against the violations that occurred when this was still not provide sanctions or any warning.

Meanwhile, the uncertainty of tariffs and the components of the Minister of Transportation Decree No. KM 72 2005, Article 1 paragraph b3, which set the tariff problem, is a multi interpretatif, which in turn is used by service providers to determine the scale and reducing costs that are not clear such as the cost of the extra movement, change of status, and other ". We can not do anything, other than pay. We fear our goods will 'hostage/hold' and also will disturb the smoothness of the business," said Chairman of the IEI, Amalia Achyar.

The collusion between port service providers such as warehouses company, and the stevedoring company (PBM) occurred because importers can not choose directly the warehouse desired. Nonetheless, the warehouse providers company can determine the different renting price of the same warehouse. Importers can not choose the "A" warehouse, although this "A" warehouse is cheaper. Port service providers always harbor transaction in the unilateral determination of the warehouse, without the involvement of importers. Importers are in the weaker parties, and soft targets to be the provider of port services.

Thus, both parties will provide recommendations to the government to revise the memorandum, which can be accommodating the interests of all stakeholders of the port, such as forwarder, the stevedoring company, port administrators, businessman,  shipping company, and others. The Government also needs to define types, classes, and tariff components should be imposed for the container service on Lini II, so the clarity and legal certainty can be guaranteed.
